On June 25, 2012, the NJ Senate and NJ Assembly passed (once again) a measure (S788/A3204) to restore $7.5M in taxpayer funds to Planned Parenthood. Governor Christie has vetoed similar efforts in the past two years to restore funds to Planned Parenthood. On June 29, 2012, Governor Christie Vetoed the bill along with other supplemental bills passed by the Democrats. We thank Governor Christie for protecting the integrity of the taxpayers and stopping waste, fraud and abuse by vetoing these measures.

Democrat Legislators try to frame this debate in terms of denying women (and especially poor women) health care. "Funding for Women's Health " is really just code for funding Planned Parenthood, the nation's largest abortion provider with your hard earned tax dollars. Planned Parenthood is a private, non-profit, political, lobbying organization that should not be funded by NJ taxpayers. They spend millions on lobbying the state and federal government for taxpayer funding of their organization. According to Planned Parenthood's own fact sheets, NJ family planning clinics will still continue to receive in excess of $9.6M from Federal tax dollars under the Title X program. Before Governor Christie eliminated funding for family planning in the state budget, NJ taxpayers were funding Planned Parenthood family planning clinics through state tax dollars, despite the fact that we are not obligated to do so. For years, Planned Parenthood had been living high off the taxpayer's dime, paying their top employees six-figure salaries that totaled well over $1M dollars per year. Governor Christie eliminated funding in the budget for Planned Parenthood family planning clinics in the FY 11 and proposed FY 12 state budget. Democrats introduced and passed supplemental bills last year to restore the funds twice and Governor Christie has vetoed these measures both times. A third bill (S2899) sponsored by Senator Loretta Weinberg (D-37), was introduced and fast tracked for a vote in the Senate on May 23 without a hearing. This bill also would restore $7.5M to Planned Parenthood family planning clinics for fiscal year, 2011 and force the NJ Department of Human Services to file a permanent federal waiver which will be a boondoggle for Planned Parenthood and help expand its abortion business - see below for more information. On June 30, Governor Christie line item vetoed several items out of the Democrat passed budget. One of these line items was the allocation of $7.5M for Planned Parenthood family planning clinics. On July 11, 2011 the NJ Senate attempted to override the Governor's line item vetoes of the $7.5M, but failed to garner enough votes to override the Governor's decision. All Democrat Senators and one Republican Senator, Jennifer Beck, voted to override the Governor's line item veto of $7.5M in taxpayer money to Planned Parenthood family planning clinics. Why should taxpayer funding of Planned Parenthood be opposed? There are a multitude of reasons and the list continues to grow.
Planned Parenthood is the largest provider of abortions in the nation and has engaged in practices that are harmful to women and young girls. The NJ Attorney General has referred the matter to the Criminal Justice Division for further investigation.
What has years of funding Planned Parenthood given us? It has given us a state that has failed our youth. We have the second highest rate of teen abortions in the nation and STD rates continue to rise steadily as well. Despite evidence to the contrary, lawmakers continue to claim that funding Planned Parenthood will reduce abortions. When NJ passed a common sense parental notification law supported by an overwhelming majority of NJ residents to try to curtail the high teen abortion rate, Planned Parenthood challenged the law in court, stating that implementation of the law would hurt their business.
Most recently, Planned Parenthood's abortion and family planning clinic in Mercer County, NJ was cited with a 39 page deficiency report by the NJ Department of Health for non compliance with numerous health and safety regulations. Democratic lawmakers continue to make the false claim that Planned Parenthood family planning clinics perform mammograms and that women will have nowhere to go to get mammograms if funding is not restored to Planned Parenthood. Planned Parenthood family planning clinics do not perform mammograms. Read The NJ CEED Program does provide services which include mammograms for women at or below 250% of the Federal Poverty Level who are uninsured or under-insured.
In January, Planned Parenthood admitted it was planning to expand its abortion business within the next two years. Every single one of the NJ family planning clinics counsels and refers pregnant women for abortions. In fact, Planned Parenthood clinics that perform abortions can make "self referrals" for abortion. Read Their affiliate in Mercer won an affiliate excellence award from Planned Parenthood Federation of America for developing "a sustainable abortion training program within the family medicine residences at UMDNJ-Robert Wood Johnson Medical School." This is the same affiliate that was cited in March of 2011 with a 39 page deficiency report by the NJDOH for non compliance with numerous health and safety regulations. (See above).
An audit by the U. S. Inspector General for the Department of HHS found that from 2001-2005, family planning clinics improperly received the enhanced 90% rate for outpatient services which did not qualify as family planning services. Of the 107 claims, 64 were for family planning services eligible for Federal Medicaid reimbursement at the 90 percent rate and 43 claims did not qualify as family planning services, and were therefore ineligible for Federal Medicaid reimbursement at the 90% rate. The report specifically cites Planned Parenthood Providers who told investigators that they billed all claims to Medicaid as family planning and populated the family planning indicator field on Medicaid claims even though the service provided did not meet the criteria for 90 percent Federal funding.
Specifically these claims were as follows:
Sixteen claims were for services that were not clearly performed for family planning purposes. These services included addressing patient complaints of vaginal discharge, abdominal pain, and frequent urination with pain.
Nine claims were for pregnancy evaluation services at family planning clinics. For
each of these claims, the Medicaid beneficiary was determined to be pregnant.
Eight of these claims were for family planning clinic services for Medicaid beneficiaries who had previously been sterilized.
Five claims were for services provided to Medicaid beneficiaries who were no of childbearing age. Specifically, one claim was for services provided to a 66 year old Medicaid beneficiary and four claims were for services provided by a community health center - three claims for children age 11 and under (for services related to an earache, bronchitis, and an upper respiratory infection) and one claim for a 59 year old with chest pain.
Two claims were for services related to hospital emergency department visits - one for swollen ankles and one for a rash.
As a result, a letter and the report was sent to the Commissioner of Human Services on June 17, 2008, by the Office of Inspector General recommending that the state refund $597,496 to the Federal Government and amend their procedures to prevent improper billing in the future. Contrary to assertions made by proponents that no money will be used for abortions, providing funding to Planned Parenthoods family planning clinics effectively underwrites its abortion business. A recent former director of a Texas Planned Parenthood, Abby Johnson, explained it very clearly when she told interviewers, "Abortion is the most lucrative part of Planned Parenthood's operations. Even though they're two separate corporations, all of the money goes into one pot." More and Even More

Prenatal Care services: PP had only 7,021 prenatal care patients. This is a combined total for all their affiliates nationally. How many patients could NJ have served? This is the period before Christie was elected and eliminated funding in NJ.
From 2009 to 2008, abortions went up by 2.5%, Adoption referrals went down 59% and prenatal care clients went down 25%.
In 2008, Planned Parenthood reported performing 324,008 abortions versus
2,405 adoption referrals and 9,433 prenatal care patients.
In 2007, they reported performing 305, 310 abortions versus 4,912 adoption referrals and
10,914 prenatal clients. Abortions went up 6%, adoption referrals went down 51% and prenatal care clients went down 14%.
As far as their 3% number for abortions, this is not reported the same way as family planning services by Planned Parenthood. A former employee of Planned Parenthood explained it this way, "They unbundle family planning services so each patient shows anywhere from five to 20 'visits' per appointment (12 packs of birth control would show up as 12 individual visits). It does the opposite for abortion visits, bundling them together so each appointment shows up as one visit. This skews the numbers."
Roughly one in every 10 Planned Parenthood clients in 2009 received an abortion.
